Stamp Publication Policy
In issuing Indonesian Stamp, the Director-General of Post and Telecommunication
has implemented politics which put forward in Decision letter of Director-General of Post
and Telecommunication number 81/Dirjen/2000 on 19th July 2000.

STAMP AND PHILATELIC STATIONARY PUBLICATION
CHAPTER I
GENERAL
REGULATION
Section 1
In this
decision what is meant by:
Stamp is a valuable product
where its printing process is done as security document in which its main function is as
proof of payment and tax for postal and giro services.
Definite stamps are stamps
issued for stamping purposes only which can be reprinted according to needs, unlimited to
its date of circulation, validity period, the cancellation of issue is in the hard or the
Director-General.
Non-Definite stamps are stamps
issued with limited amount printed, circulation period, selling period, and used as
special stamp, commemoration, charity and label.
Special stamps are stamps
issued as mean of promotion and asking people to participate and contribute in activities
which aim for humanity, socio-cultural.
Commemoration stamps are
stamps issued in celebrating an event national and international.
Charity stamps are stamps
issued with added price aimed to collect funds for humanity purposes where the profit is
donated to charity groups which have been determined by the government.
Prism stamps are stamps issued
in composition side by side with tab (label) which has been given different identity
pictures different to its stamp and separated by perforation.
Stamp theme is a special
message used as initial purpose of making stamp design.
Stamp design in stamp picture
model is designed specially in making printing designs parameter
Stamp reproduction is the
doubling process of stamps through photography technique, electronic, photocopy, computer
print, rotograph, etc.
Stamp album or stamp booklet
are pieces of stamps (pane) packed in one pocket size book.
Stamp printed philatelic
stationary or postal stationary are postal stationary which have been printed with stamp
on its front which meant as proof of payment of porto.
Porto is the base 0cost which
must be paid for postal letter deliveries, postal pocket, money order and giro and postal
check services.
First day issue cover is cover
issued by PT Pos Indonesia at the same time with the publication of new stamp. The front
part contains descriptions in accordance to the stamp and stacked on it is stamp which
stamped with words of "first day of issue".
Communication stamp is stamp
specially made to mark or celebrate an important event.
Souvenir sheet is a piece of
sheet bigger than its stamp in its size, the edges are not groovy and contain stamp
inside, and can be used for stamping.
Carnet is pieces of thick
papers in the form of new fold where stamp is placed in the inside and printed "first
day issue", while the outer part contain words or pictures relevant to the stamp.
Maximum card is pictured post
card adjusted to the picture of stamp and stacked to its back side and printed words
"first day of issue".
Applicants are government
institution, companies, and/or private, national., or international who applies for stamp
publication.
Copy right is the right to
produce or multiple.
Security document is all type
of valid documents which need protection against faking or mis-use, damage or stealing
where its publication and printing are organized and regulated by the government.
Security printing is a
printing company that has security document operation permit from the Co-ordination Body
For Forgery Investigation (BOTASUPAL) or according to government regulation determined as
security printing.
BOTASUPAL is a government
institution which act as Co-ordination Body For Forgery Investigation. Technical
institution is government institution which handles social care taking according to its
operational techniques.
Preparatory team is team
formed by applicants t prepare everything which relates to the making of stamp design.
Caretaker is a team formed
through letter of decision of Director-General where its members consists of people form
Ditjen Postel, PT Pos Indonesia, printing company, institution or individual who are
regarded as experts in their fields in which their duty is to give consideration about the
problem of stamps and philately to the Director-General.
Board of Director (Direksi)
are Direksi of PT Pos Indonesia (Persero).
Director General is Director
General of Post and Telecommunication.
CHAPTER II
STAMP PUBLICATION
PROGRAM
Section 2
Types of stamp
consist of definitive stamp and non-def. Stamp
Section 3
Stamp publication planning for
the period of one year is implemented in the publication program.
Stamp publication program is
recommended by team of caretaker where its implementation is conducted by the
Director-General.
Stamp publication program is
fixed in the month of January two years before.
In one year takwin as many are
issued:
Definitive stamp, 1 (one)
series
Non-definitive stamp, consists
of:
17 stamps (seventeen) series;
prism 2 (two) series;
commemoration stamp (six)
series;
postal stationers stamp
printed 2 series.
Stamp book 2 (two) series.
CHAPTER III
PHILATELIC
STATIONARY
Section 4
Philatelic
stationary beside stamp, also consists of first day issue cover, commemoration cover,
carnet, maximum card, booklet, mini sheet (sheetlet), stamp pack, post card, aerogramme,
and other philatelic stationers which become philately collection.
Section 5
Publication
as mentioned in section 4 by PT Pos Indonesia is implemented by board of Directors and its
operation is reported to the Director-General.
Section 6
Signing of
philatelic stationary by high ranking officer or states official or international body is
organize by the Director-General.
CHAPTER IV
THEME, DESIGN,
AND WORDS ON STAMP
Section 7
Theme and designs of stamp
must be in accordance to Pancasila (the five pillars), UUD 45 (1945 constitution),
GBHN (the states main guidance) and the official regulations provisions and
follow the rules in the Universal Postal Union Rules.
Stamp theme is suggested by
caretaker team and implemented by the Director-General.
Section 8
Stamp design
is suggested by the Board of Directors and implemented by the Director-General or High
ranking official which has been given the duty to conduct it.
Section 9
The supply of stamp is made
available by:
Direct order to special
designer
Opening a limited competition
Held an open competition
All cost related to
availability and plans of design is the responsibility of Directors or the applicants
where the amount paid is decided by the directors.
Section 10
Words written on stamp must
the name of the country "Indonesia", nominal value, year of publication and the
name of stamp series.
The name of stamp series may
use Latin language or other foreign languages if needed.
CHAPTER V
STAMP CRITERIA
Section 11
Picture of national character
who are still alive presented on stamp can only be the President and Vice-President of
Republic of Indonesia.
Picture of national character
who have post away may be presented on stamp if those characters have been declared as
national character/hero by the government of RI in according to the rules of the
constitutions.
Section 12
Picture of international
character who have past away may be presented on stamp, if the Director-General considered
that the character deserves/fit to be presented on stamp.
Picture design which carries
international/world mission must be in accordance to the national policy.
Section 13
Logo which can
be presented on stamp must be logo which carries/represents national and/or international
values and must initially gained written permit from national or international
body/institution.
Section 14
Stamp can
not contain elements of promotion for the interest of companies/organization which involve
in trading activities and also not aimed for collecting funds for a
body/organization/individual.
Section 15
Identity
picture on its stamp prism tab must be polite, does not make any similary to stamp.
CHAPTER VI
SUGGESTION OF
PUBLICATION
Section 16
Suggestion of charity stamp
publication is done by government institution which handles social problems.
Added price can not exceed 20%
(twenty percent) of the stamps nominal price.
The profits from selling
charity stamps after reduced by the stamps nominal price and other costs fixed by
the Director-General, is given to the applicants.
In one year takwin publication
of charity stamp can only be held once.
Section 17
Suggestion
of stamp publication aimed to commemorate a national or international event, held is
double of 25 (twenty five) years.
Section 18
Suggestion
of joined stamp publication between Indonesia and 1 (one) country or more can be conducted
if a written agreement has been reached initially in a form of joined agreement paper and
made official by the Director-General.
Section 19
For non
Governmental institution applicants where their application have been accepted for stamp
publication, it is compulsory that they purchase at least 5 (five) percent of the amount
of stamp issued.
CHAPTER VII
APPLICATION
PROVISION
Application of publication is
directed to the Director-General which contains:
Background/reasons of
publication application, date issue plan, launching process.
Recommendation/agreement with
institutions such as body/institution where the logos contain:
Permission from the family of
national character
Design sample and date due to
be published stamp.
2.
Application for publication is directed at least in the month of September.
3. Application letter is administered until the time for it to be discussed
in
caretaker meeting where the result is suggested
to the Director-General.
4. Decision to accept or reject the offer is fully in the hard of
the
Director-General.
Section 21
Should the application is
accepted, the applicant must form a preparatory team which consists of members of
applicants, Director-General of Post and Telecommunication, PT Pos Indonesia, printing and
other related institution/body.
The formation of preparatory
team is done at least 6 (six) months prior the stamps date of issue.
CHAPTER VIII
SELLING PERIOD,
VALIDITY PERIOD AND SELLING PRICE
Section 22
Definitive stamp, selling
period and validity period is unlimited.
Non Definitive stamp,
commemoration stamp, postal stationary stamp printed and stamp book:
Its selling period is one year
publication plus the next 1 (one) year.
Its using period is one year
publication plus the next 3 (three) years.
Section 23
Selling price of definitive
stamp, non-definitive stamp, commemoration stamp, stamp printed postal stationary, and
stamp book at post locket or at the philately locket is in accordance to its nominal
price.
Special selling price of prism
stamp can not exceed 160% (one hundred and sixty percent) of its nominal price.
Philatelic stationary selling
price apart from its purpose mentioned in section 1 (one) is implemented by the Director
and informed to the people.
CHAPTER IX
PRINTING AMOUNT
AND NOMINAL VALUE
Section 24
The printing
amount and nominal price of stamp is suggested by the Director base on needs and
implemented by the Director-General.
CHAPTER X
STAMP PRINTING
Section 25
Stamp printing is conducted by
security printing which stood as state owned company or domestic private owned company
Stamp printing overseas must
pass through domestic security printing appointed by the Directors and examined of its
genuine by BOTASUPAL
Section 26
Ordering of stamp printing is
done by the Directors and/or officials which have been given the duty.
Stamp printing is done by
printing company based on join agreement with the Directors.
Stamps are printed in
accordance to the stamp design which have been agreed by the Director-General.
All costs which relate to
stamp printing is the responsibility of the Directors.
Section 27
Issued stamp
must follow the Indonesian stamping standard regulated by the decision of the
Director-General.
CHAPTER XI
CANCELLATION AND
WITHDRAWL OF CIRCULATION
Cancellation and with drawl of
stamps form circulation is conducted by the Director-General through a letter of decision.
Cancellation and with drawl of
stamps from circulation must be notified to the people.
CHAPTER XII
DESTRUCTION
Section 29
Stamp
printing plate which has ran out or no longer used for printing, must be destroyed where
its execution is arranged by the Directors.
Section 30
All the printing
result trials, mis-print, sewerage etc. where due to one or same reason can not be handed
to PT Pos Indonesia must be destroyed where its execution is arranged by the Directors.
Section 31
Abnormal or damaged stamps
must be with drawled from circulation or cancelled during printing process must be
destroyed where its execution is arranged by the directors.
The remaining stamp available
but has exceed its selling period, and damaged stamp in the supply, must be destroyed
where its execution is arranged by the Directors.
Section 32
The
destruction of stamps and other philatelic stationers is conducted through method
regulated by the Director General.
Section 33
Destroyed stamps
must be notified to the people by mentioning its year of issue, series and the number of
pieces without stating its nominal price.
CHAPTER XIII
COPYRIGHT
Section 34
Stamps copyright,
commemoration stamp and stamp printed postal stationary plus stamp book is in the hard of
the Director-General.
Changes conducted in section 1
(one) is implemented by the Director-General.
CHAPTER XIV
REPRODUCTION
Section 35
Reproduction of stamp must at
first gain written permit from the Director General.
Stamp reproduction result for
the need of advertisement information, and other commercial purposes, the over all result
of colors and/or size can not be a sharp as the genuine (first produced) stamp.
For the need of examining
and/or forgery case investigation and research, and other purposes non-commercial, stamp
reproduction can be as sharp and equal in size to the genuine stamp only in black and
white.
CHAPTER XV
CLOSURE
Section 36
As this
decision is officially therefore the decision of the Director General of Post and
Telecommunication number : 045/Dirjen/1998 on Regulations of stamps and philatelic
stationers publication is no longer valid.
Section 37
Stamp
publication program year 2000, 2001, and 2002 on sheet I and sheet II is still valid.
Section 38
This
decision is officially valid on the date of implementation.
