to Unsufficient Postal Rate

This postal note dated December 24, 1998, is given to the postcard which were tried to be sent to the US but returned to the sender because of unsufficient postal rate that should be 70 yen from Japan to overseas. But the sender only put 50 yen to that postcard. The 50 yen postal rate is for domestic (inside Japan) only.
